It is a pilot type pressure reducing valve used for high pressure air and gas, and is a sister model of the RP-9, 10, 11 type steam pressure reducing valve.
The face-to-face dimensions are the same as the old RP-2HA type pressure reducing valve, and the weight is reduced by about 40%.

The allowable leakage amount is stated in the specifications of each product.

Does the fluid flow without pressure adjustment?

It doesn't flow. It will flow normally only after adjusting the pressure.
